positive and negative wire are correct? ground? bulbs good?
if you are using the existing wire harness those would be the main problems. i replaced the factory fogs on my wifes burban the ground was my trouble and then i had to put a larger amp fuse in to handle the candles the new ones throw off. the fuse i had to replace was in a box under the hood not under the dash.
i use to rewire refer trailers for a trucking company my guess would be check the ground. double check the lights by putting the neg and pos wires on your batt. posts see if they turn on.
if you were wiring up a new switch i would say you had some crossed wires at the switch.

Well I'm wondering if somehow the switch isn't hooked up to the fogs? That wouldn't make any sense, and seems to be a lot of trouble. I'm not sure, I can't find much online about it...guess no one ever does any fogs haha. I'm going to run through it tonight and check all that stuff David. Like I said I already checked my ground, bulbs, lights, fuse, fuse point, etc etc. But 2nd, 3rd, 4th, or 5th time is a charm eh?

Any other suggestions?

Anyone?

Do you have an Ammeter? You could check the resistance from the wires in the switch to the wires in the fogs. You could also check to make sure the switch is working properly. And that you have 12V going to your fogs.
