I bought for my sons birthday the 03-04 cobra bumper from this web site and the bumper is great and it comes with the fog lights and brackets. Just need to order the bezel and harness also.

It also came with fog lights, you can get smoke or chrome. It fits and looks great.
The seller is also a vendor on s197forum and everyone there from what I have seen talks great about them (SD Mustang Accessories - WWW.S197FORUM.COM). Check it out for yourself.
