Default Are 68 mustangs suppose to have the vin # stamped on the inner fender?

I know they moved them up to the passenger dash but were they still stamped on the driver inner fender under the hood?

Yea I did some more research and I found a lot of pics that show the inner fender did not have the vin stamped on it. I narrowed it down to the fact that I think Ford was not as careful as previous years since the official vin location moved to the passenger dash. I believe the ones that dont look like they have the vin in the fender slot is just because it is hidden under the fender.
