The steering wheel is not original from the looks of it, you have an aftermarket steering wheel with a mustang emblem, or a steering wheel from another year. The steering wheel for the 68 has a half-moon metal bar for the horn. You may be missing a contact ring or like the other guy said, it could be the wires since its an aftermarket wheel:
